Job Description

ESSENTIAL FUNCTIONS of this job description include but are not limited to:

  • Manages IT department operational and strategic planning, including business requirements,

     project planning & management.

  • Manage and participate in the development and implementation of goals, objectives, and

     priorities for assigned programs; recommend and administer policies and procedures to ensure   compliance with HIPAA and other governing bodies that oversee health care.

  • Oversee development of IT operational plans in support of the hospital’s strategic direction.
  • Manage and provide the deployment, monitoring, maintenance, development, upgrade, and            support of all information technology systems, including servers, workstations, operating systems,   hardware, software, peripherals and application development, and telecommunication systems.
  • Evaluate existing information technology needs of all departments; propose recommendations to         maintain and improve the quality of service; plan, coordinate, and implement improvements in   service. Provide and coordinate department training; assist staff with correcting deficiencies by       making sure systems are operating and properly installed.
  • Under the direction of the CEO and Chief Informational Officer, assist in preparing bid        specifications and analyze bid proposals for computer and network equipment and         software, and telecommunications equipment and software.
  • Coordinate networking data transfers with other agencies ensuring compliance with government          regulations.
  • Manage and/or coordinate implementation of all technology projects within the hospital.
  • Respond to the needs and questions of computer users concerning their access to resources on           the network, standalone personal computers, or attached devices; assist in problems relating to      various software programs as necessary.
  • Oversee and facilitate repairs to workstations and/or network system.
  • Maintain inventory control of all hospital information technology equipment.
  • Ensure the security of all network files, assignment of network, and backup of all network data.
  • Serve as the liaison for the IT department with other departments (financial, clinical, ancillary) and

     outside agencies; negotiate and resolve sensitive and controversial issues.

  • Develop appropriate levels of Security Access for the all departments, as required & necessary.       System access has not been reviewed on a regular basis, establish set times for review after all accesses are reviewed for appropriateness.
  • Attend and participate in professional development meetings; maintain awareness of new trends and changes in the field of information technology; incorporate new improvements as      appropriate.
  • Responsible for the execution of project plans, ensuring that activities and projects are funded    and resourced appropriately ensuring quality, accuracy and timeliness of deliverable items.
  • Ensures a true 24 X 7 availability of the respective technology infrastructure.
  • Defines and communicates project milestones, service level agreements, and resource allocation           to executive team, department leads, support staff, and end users.
  • Responsible for support, benchmarks, analyzes, reports on, and makes recommendations for the     improvement of the IT infrastructure and IT systems.
  • Responsible for end-user services, including help desk and technical support services.
  • Communicates on the development and implementation on all IT policies and procedures,
  • including those for architecture, security, disaster recovery, standards, purchasing, and service             provision.
  • Maintains confidentiality in matters related to HIPAA/PHI of patients, families and facility staff.
  • Maintains current competency in specialty by attending educational workshops & establishing   personal networks.
  • Functions as a contributing team member & communicates effectively with all levels of people.
  • Promotes positive public relations to physicians, patients, visitors, other employees, and the   community.
  • Participates in performance improvement activities.
  • Provides for patients’/significant others’ rights and safety; strives to manage situations in a       manner to reduce risk while following legal and regulatory standards.
  • Performs other tasks and duties as assigned in an efficient, effective and cost conscious manner,           complying with all hospital policies, procedures, and regulations.

 

KNOWLEDGE, SKILLS, QUALIFICATION and EDUCATIONAL AND /OR EXPERIENCE REQUIREMENTS:

  • Bachelor’s degree or comparable work experience
  • 3+ years IT and/or project management experience
  • 2+ years experience managing an IT operation
  • Health care and clinical background experience preferred
  • Proven experience in IT infrastructure strategic planning and development, project management,
  • and policy/procedure development
  • High and complex understanding and technical knowledge of current network, Mac and PC operating systems, hardware, protocols, and standards
  • Knowledge of Microsoft Office Software
  • Experience with systems design and development from business requirements analysis,

     development, and implementation through day-to-day management

  • Knowledge of business theory, business processes, management, and budgeting
  • Demonstrated ability to apply IT in solving business problems
  • In-depth knowledge of applicable laws and regulations as they relate to IT
  • On-call availability
  • Strong understanding of principles, practices, and procedures
  • Strong organizational and interpersonal skills
  • Ability to:
    • determine appropriate course of action in more complex situations

PHYSICAL DEMANDS / WORKING CONDITIONS:

May be exposed to patient elements, prolonged, extensive or considerable standing/walking, sitting, bending/twisting, kneeling/squatting, reaching, climbing and should be able to lift 25 or more pounds using proper lifting techniques. Rapidly changing and stressful environment. Ability to communicate with various levels of people. Possible exposure to communicable and infectious disease and hazardous materials. Occasional exposure to unpleasant patient or unit elements (accidents, injuries and illness). Contact with patients under a wide variety of circumstances. Subject to varying and unpredictable situations. Handles emergency or crisis situations. Subject to many interruptions. Occasional pressure due to multiple tasks and inquiries.
